Provincial Nominee Program candidates who lost their employment offers due to coronavirus have been given a year to find a new job and still qualify for Canada immigration.

The Immigration, Refugees and Citizenship Canada (IRCC) change, announced on September 17, is the latest in a number of moves aimed to support immigration candidates affected by the COVID-19 pandemic.

Provincial and territorial governments have until November 17, 2020 to request applications be put on hold where a candidate no longer has a job offer and submitted their application before March 18, 2020.

Canada's Provincial and Territorial Nominee Programs

  • Alberta
  • British Columbia
  • Manitoba
  • New Brunswick
  • Newfoundland
  • Northwest Territories
  • Nova Scotia
  • Ontario
  • Prince Edward Island
  • Saskatchewan
  • Yukon

Applications will then be held until March 17, 2021, or until the candidate secures a new job offer and maintains the support of the province or territory to which they are applying.

"This measure aims to provide applicants with time to find new employment," an IRCC statement said.

Provinces and territories must advise applicants when IRCC has put their application on hold. IRCC will contact applicants by email with instructions on how to submit additional documents.

Where candidates contact IRCC directly to request an application be put on hold, they will be redirected to the relevant province or territory.

The policy represents the first time IRCC has moved to help all PNP candidates affected by the pandemic.

Until now, each provincial program has introduced its own measures in response to the crisis. These have ranged from extensions to applications to limiting the eligible jobs for specific provincial draws.

Who Qualifies for the New PNP Measure?

To qualify, candidates must:

  1. Have lost their job offer due to the COVID-19 pandemic, AND
  2. Have submitted their application before March 18, 2020.

* Provincial and territorial governments must submit requests for applications be put on hold by November 17, 2020.
